Which is better for vocabulary?
It depends on where your words come from. Clozemaster gives you thousands of French sentences with a missing word to fill, ordered from the most common words up. Anki is a flashcard program that uses spaced repetition to show each card just before you would forget it, with whatever you put on the cards. Ready-made volume favours Clozemaster; your own words favour Anki.
Which is easier to start?
Clozemaster. You pick French and start playing. Anki teaches nothing by itself: you need cards from somewhere, and many people find it ugly and fiddly to set up.
Which is cheaper?
Both are essentially free. Clozemaster's maker says everything you need is free and always will be, with Pro extras for a fee. Anki is free on computers, the web and Android; AnkiMobile for iPhone costs a one-off $24.99.
Which works at higher levels?
Both. Clozemaster is useful from about A2 to C1. Anki works at any level, because you bring the French.
Which helps with listening?
Neither much. Clozemaster is a game of reading, and Anki only plays audio you add to your cards.
Can you use both?
Yes: Clozemaster for daily volume, Anki for the words you meet in books, shows and lessons that you want to keep for good.
What neither does
Neither tool explains grammar, trains your ear for real-speed French, or gets you speaking. Both help vocabulary stick. Pair either with real listening and conversation so the words you learn become words you can hear and say.
