Can I practice speaking French for free?

Yes, with a language exchange on Tandem or HelloTalk, or with Speechling's free pronunciation feedback. A paid tutor is more structured.

Are free tiers enough to reach B1?

With discipline, yes, if you combine a course app, a vocabulary tool and plenty of real listening. Most people add a tutor somewhere along the way for speaking.
